The wastewater system begins to change from “emphasizing sewage, despising sludge” to “emphasizing both sewage and sludge”. This dissertation considered the following: (1) environmental and economic performances of sewage sludge recycling were evaluated by life cycle assessment and life cycle cost. (2) Through policy scenario analysis, the vital factor for sewage sludge recycling system was determined. (3) the scale effect of sewage sludge recycling with different technological selections on the environment and economy was analyzed. (4) economic impact of introducing a carbon trading mechanism into sludge recycling was evaluated. Finally, the environmental and economic evaluation system of sewage sludge recycling system was constructed considering the technology selection, the implementation of scale, and carbon neutrality.
