| 内容記述 | This study examines the role of the informal waste sector in Balikpapan, Indonesia, within sustainable and circular waste management. Organized hierarchically from waste pickers to large-scale middlemen, the sector contributes to six waste management stages, supporting livelihoods and reducing emissions, but faces health, regulatory, and environmental challenges. Scenario simulations show Scenario C achieves the highest reductions—5.25 kg/ton CH₄ and 444.74 kg/ton CO₂—through improved collection, segregation, and recycling by informal actors. Performance assessment indicates small-scale middlemen deliver the best environmental and economic outcomes. Although operating outside formal systems, the sector indirectly supports municipal services and requires strategic integration via innovation hubs, incentives, and regulation. Public perception of plastic waste segregation, shaped by facility access, awareness, and informal actors’ role, explains 72% of behavioral variance. System dynamics modeling confirms that formalizing and incentivizing the sector under Moderate and Optimistic scenarios fosters equitable income growth and stronger environmental outcomes. | |||||||
