 note = {Who do ethnically minority parties succeed or fail to win seats? To solve this puzzle, this article explores cross-national and inter-temporal differences in the post-communist new democracies. This study argues that governmental policy positions and the strategic behavior of ethnic minorities determine the success and failure of ethnic parties and account for the variance in their standings. A spatial model demonstrates how ethnic minorities react to other parties’ policy changes, and statistical analysis using seventeen Central and East European countries’ data verifies this hypothesis.},
