We show that these two regimes overlap to a considerable extent not only in their mandates but also in their structures. Judging from the regime theory, we can conclude that these two regimes do not seem to create a situation so-called \"regime complex\" but have been causing an inefficient situation. In order to dissolve such a situation, we can insist that emerging economies such as China and India have key roles because their voices have become to carry considerable weight in the international arenas.
